According to what I read in both the Edmonton Journal and Calgary Herald, it's a museum started by some oilfield worker. The guy is definitely not a scientist, and thankfully, didn't manage to obtain any government (provincial or otherwise) funding for his museum. He paid for the whole thing out of his own pocket, apparently.
Time will tell how popular his pseudoscience love-fest turns out to be. I have no intention of visiting. The Royal Tyrell Museum near Drumheller, on the other hand, is worth seeing. Lots of cool fossils.
I'm sure the Journal and Herald articles can be googled. They all appeared over the last week.

There's no need to travel so far, the Lost World Museum in Phoenix, NY (near Syracuse) is much closer to you.
